David Branback, Director with National Insurance Services of Wisconsin, Inc. (NIS), has worked with over 212 public sector organizations and is considered an expert in Health Insurance solutions using Health Reimbursement Arrangements (HRAs) and GASB 43 OPEB Trusts. For the past 9 years, David has helped execute over 447 public sector employer plans in 7 states. He was the first to implement HRA plans in the state of Wisconsin beginning in 2002.

With his prior 28 years experience in public education including school finance, David designs solutions with employers in mind. His solutions have features that allow flexibility during negotiations that address both the employer’s and the bargaining unit’s interests.

David is a licensed insurance agent and registered financial representative with GWN Securities. He often speaks at national, state and regional conferences about his innovative solutions for schools and other governmental organizations.

Pierre Guilfoile

Pierre Guilfoile believes that “every situation, positive or negative, provides an opportunity to learn and to grow”. Clients will be appreciative of his overall expertise, communication skills and his willingness to dig deep to find the right solution. He is a licensed insurance agent, member of the Minnesota Association of Health Underwriters (MAHU) and has 10 years of experience in the Health and Dental Insurance.

Pierre’s primary responsibly will be working directly with health insurance and full benefit consulting clients in Minnesota on the implementation of the Affordable Care Act legislation as well as overall plan management.

Erik Kass has been in your shoes. After working 14 years in Finance and Human Resources for school districts in Wisconsin, Erik was named the 2016 Wisconsin School Business Manager of the Year (WASBO). Now an Employee Benefits Consultant for National Insurance Services (NIS), his extensive knowledge and experience is his greatest asset to his customers. “Because I’ve been there, I have a deep understanding of the relationship between quality employee benefits and the limited resources public entities face.”

Erik has a Master’s in Education with an emphasis on School Business Management, is ACA certified and is a licensed Health and Life insurance agent. As an Employee Benefits Consultant, he works with schools, cities and counties in Wisconsin and Illinois. Erik is also a member of WASBO (WI Association of School Business Officials), WASB (WI Association of School Boards), WASDA (WI Association of School District Administrators) and National Association of Health Underwriters (NAHU).

Carolyn and her team produce custom videos designed to communicate benefit changes, provide templates for comprehensive benefit menus and structure engaging presentations for enrollments. Ken Zastrow’s goal is to educate his clients and not just sell them on a product.
