NH district finds more predictable retirement frees up funds

Nashua, New Hampshire, School District superintendent Mark Conrad said that a recent change to teachers' contracts has made budgeting significantly easier this year.

As part of the most recent contract negotiations, teachers must now submit a binding letter of their intent to retire by February 1 in order to receive their severance benefits, unless retirement occurs due to health problems or other unplanned circumstances.

Knowing how many teachers are going to retire allows local officials to more accurately calculate the government's liability, Conrad told the Nashua Telegraph. As a result, the district can reduce the amount in its severance reserve account without taking a significant risk. He also noted that the savings are allowing the district to avoid layoffs for the first time in three years.

The previous contract asked teachers to submit non-binding letters by mid-February, which Conrad states led to large numbers of letters being received each year. Some teachers would turn in letters for up to six consecutive years, he said, making it extremely difficult for officials to predict how many would really be leaving the workforce.

According to president Bob Sherman of the Nashua Teachers' Union, educators filed these letters because many fear legislative changes to the New Hampshire Retirement System may deprive them of their benefits. This may encourage some teachers to retire before they would have otherwise to avoid the risk of losing their severance compensation.

NH school district reaches agreement

New Hampshire's Inter-Lakes School Board and Inter-Lakes Education Association recently completed a collective bargaining agreement that will make significant changes to teacher benefits and compensation in the district, setting policies for the next three years.

Healthcare benefit offerings will be different, with teachers choosing between paying more for the previous health plan or choosing less costly alternatives. The new options include an HMO plan and a point of service (POS) plan, each of which is less expensive for the district.

The Laconia Daily Sun reports that officials tried to ensure those savings would be enjoyed by both the district and the teachers themselves. The total savings are projected to reach at least $56,880 in the first year, thanks to the changed health insurance benefits.

At the same time, teachers' base pay will be increased by 0.5 percent the first year of the contract and an additional 1.5 percent each of the following two years. There would also be step increases for seniority. Combining the costs, the source reports, officials stated total expenditures on teacher salaries and compensation would grow $97,178 during the coming school year and increase by more than $230,000 each of the following years.

NH bill would further overhaul public pensions

A bill proposed in the New Hampshire Senate would create a defined contribution retirement plan for all new public workers in the state to reduce the risks on employers.

The legislation, sponsored by state Senator Fenton Groen, would be similar to the 401(k) plans offered by many employers, with both employers and employee contributing a set amount, but without a guaranteed benefit, according to The Associated Press. New employees also wouldn't be fully vested in the plan until they had served for eight years.

Under the bill, the current pension plan would continue unchanged. However, according to the AP some New Hampshire employee groups have said that plan will quickly become unworkable when fewer new employees are paying into the system.

The AP says a recent study by the state's retirement system found that the current system is already less than 60 percent funded. Last year, the state took steps to increase employee contributions to the plans to close the existing funding gap over the next 26 years.

The current New Hampshire Retirement System includes roughly 50,000 members and another 27,000 people receiving pensions.
